It is not possible to set defaults for new vendors

Possible workaround
1. Create a 'DUMMY' vendor with the required defaults
For creating a new vendor:
2. Search for the 'DUMMY' vendor
3. Use option 'Duplicate' to create the new vendor. The defaults will be copied to the new vendor.
4. Change the fields as required and save the new vendor
