Desired Outcome Goal:
* If a book is overdue a student must be able to renew it online.

Procedure:
* Edit ./xxx50/tab/tab_block_circ
* This table is used to determine the values for checks 9a and 9b in tab_check_circ.
9a is for check at the ADM level and/or
9b is for check at the sublibrary level.
* Col.4 of tab_block_circ defines the maximum number of overdue loans
* To set 1 overdue do not block a renew, you would specify a value greater than "01" in this column.
* Edit ./xxx50/tab/tab_check_circ
* Check that check_circ_9_a and/or check_circ_9_b are specified for the RENEW-WWW label

* Restart the PC Server and WWW Server.
