    Assigning cataloging privileges to staff to access authority records

    Problem Symptoms:
    * difficulties in assigning access privileges to a new user to access authority records
    * A user duplicated from an existing user is not allowed access either
    * Record fields are grayed out and cannot be accessed

    Cause:
    ./xxx10/pc_tab/catalog/permission.dat was lacking permission for new user

    Resolution:
    1. access the server
    2. dlib xxx10
    3. add a line for user AUTH1 to file ./xxx10/pc_tab/catalog/permission.dat
    [...]
    CAT1 ##### Y
    CAT2 ##### Y
    AUTH1 ##### Y

    4. Run util m/7 Update Tables Package to pack the updated cataloging tables

    5. Reopen the Cataloging module.
    The new package should now be transferred to your PC and the xxx10 records accessible for user AUTH1
