In-house use registered as z35 type 50 (simple loan) -- rather than type 80

Description

When we use the GUI Circ In-house Use utility to register an in-house use and then look at the GUI Circulation Summary -- History Summary, we see that it has been counted as a "Simple Loan" rather than an "In House Use".

Resolution

The types of loans (Simple loan, Reading room loan, etc.) seen under "History Summary" are z35_event_type's, as seen in the ./xxx50/tab/tab_events.lng., and the values are coming from the z35 table. 

* when a regular loan occurs, a z35 with z35_event_type 50 is created 
* when an in-house use using the In-house Use utility occurs, a z35 with z35_event_type 80 is created 
* when a Not-on-loan return occurs, a z35 with z35_event_type 82 is created. 

But in this case, since tab_events.eng had "N" (Not active) in column 2:

  80 N In-house Use

the in-house use was registered as a z35 type 50 Simple loan.
