    Include date (not just the time) in ue_nn log entries

    Description:
    The ue_nn logs entries currently only show the time (such as this in the run_e_01 log):

    HANDLING DOC NO. - USM01.000051870 11:24:31
    HANDLING DOC NO. - USM01.000051870 11:40:01
    HANDLING DOC NO. - USM01.000051870 11:40:32

    Since ue_01 can be up for multiple days (or even weeks) at a time, the *date* needs to be included in this log, like this:

    HANDLING DOC NO. - USM01.000051870 2009-01-22 11:24:31
    HANDLING DOC NO. - USM01.000051870 2009-01-22 11:40:01
    HANDLING DOC NO. - USM01.000051870 2009-01-22 11:40:32

    Resolution:
    The date has been added to the ue_01, ue_08, and ue_21 logs:

    v20 rep_change 3280
    v21 rep_ver 17060
