    Description:
    Fines are not being properly assessed as defined in tab16. The problem involves a line that has a specific process status in column 3 (item process status) instead of a wildcard.
    The tab16 header indicates that column 3 (item process status) is not used in the calculation of due dates, but does not mention overdue fines.
    We require different fine rates on items with different item process statuses. It appears that overdue fines are calculated using lower tab16 lines (where column 3 = wildcard).

    Resolution:
    Development Issue 19660 "Item Process Status and Fines in tab16" opened 14 Jan 2008.

    This issue is still open and was escalated to Development for further investigation <2008-01-20 01:00:04>.
