Description:
If you are loading both bib records with updated authority headings and the associated authority records, does it matter what order you do them in? Should you load the bibs and then the authority, or vice versa?

Resolution:
It *shouldn't* matter: If you load the authority records first and then you later load a bib record with a new or updated heading, this heading will have "-NEW-" in it and ue_08 will check it against the authority headings. The opposite case (where you load the bibs first and then the authorities) should also work.
