Description 

When an item with a hold on it arrives, returns from processing, etc., and the item processing status of "OR" , "IP", etc., is removed, no notice is sent to the patron indicating that the item's available.  We need it to be.    

Resolution 

As described in the article " What produces "hold-request-filled" / "item-available" letters?  ", available notices are produced only when an item is returned.  Assuming that the operator is seeing a popup saying that there's a hold on the item, they need to return the item -- even though it's not on loan.  This will generate a letter/email to the requesting patron.
