    Description

    Despite the fact that item 0000123456 is *not* on loan, its bib record's z00p has an AVA field with a status of "unavailable".   Why is this?

    Resolution

    As seen in the expand_doc_bib_avail program, there are three conditions under which the status "unavailable" is assigned:

     * there's a z36 (loan) record for the item
     * the item has a hold on it (z37)
     * a RESHELVING parameter is specified in the tab_expand expand_doc_bib_avail line and the item has not yet exceeded the time for reshelving as specified in the xxx50 tab14.
