    Patrons not being blocked from borrrowing when fines are owed

    Description:
    It has been observed that loans are being allowed for patrons with a fine of $1.00. Once a patron (student) has an overdue and has incurred a fine of $1.00, that patron should be blocked from borrowing. This is not happening: patrons with fines of $2.00 or more are not blocked from borrowing.

    Tables Checked:
    tab 31 - col. 15 has been set to $1.00 for all patron statuses. This has not been changed since April 2008 and this problem has now appeared.

    tab 16 - the minimum fine (col. 24) has been set to $1.00 for those patrons who are charged a fine. The fine method (col. 14) has been set to 0, 1 or 4 according to the patron status and item status. This has not been changed since April 2008.
