    Recalled item shows fine only after 2 weeks overdue

    Description:
    We don't do regular fines; just recalls. A recalled item doesn't show any fine until it has been overdue for about 2 weeks. (Item barcode 31114003851740 is an example.) We want the fine to start accruing right when it's overdue.

    Resolution:
    The reason that item barcode 31114003851740 doesn't show any fine is that it's not yet 15 days past the z36_recall_due_date. In tab16, in col. 24, of the UMAIN 16 ## ## line, you are specifying a mininum fine of 15.00. This means that if the fine is less than 15.00, it will be ignored. (util f/2/10 can be useful in diagnosing this.)

    If it's your intention to not have a minumum fine and to have the fine start displaying immediately when the item is past the recall due date, then you should change the value in tab16 column 24 from 15.0000000 to 0000000000.

    In looking at this issue, I noticed an incongruity: you have 25.00 as the maximum fine in tab16, col. 23, but the tab18.eng, type 52, col. 6, has 15.00. If it's your intention that the maximum fine for recalls should (also) be $25.00, then you should (also) set tab18.eng, type 52, col. 6, to 25.00.
