Problem Symptoms:
* first time implementing a Service Pack
* The Service Pack documentation contains 209 changes.
* Running 'All Implementation Notes' (util sp/5/7) only reports 5 changes (27, 61, 75, 185 and 187)
* Why is e.g. rep_change 111 (mandatory) not part of the report?

Cause:
Only changes marked as 'automatically' will be implemented when using util sp/5/7.

Resolution:
* Implement changes marked as 'mandatory' in the Service Pack documentation manually
* Run util h/2 + util h/3
