Sorting of ILL vendors

Description:
After the ILL migration we have a problem with sorting of the list of external partners.
We have some partners in upper case and some partners in lower case.
At the moment partners in upper case are sorted preceding.

OSLO
Oberhaching

Resolution:
Please check that the following line exists in ./alephe/unicode/tab_character_conversion_line:
ILL_PARTNER_NAME_KEY ##### # line_utf2line_utf adm_name_key_04

German speaking customers should use adm_name_key_04 in col. 5 instead of adm_name_key.
This line needs to be added before performing step D (Migration Partners Data) in ILL migration kit.
