Description:
We create orders for our records, but not items or holdings.
tab_loader has "0" in col.4 and 5 (item and holding), and "1" in col.7 (order).
As a result, order is created, but there is no sub-library in the order record.
In tab_loader_def we have the sub-library set for the z68 order:
Z68-SUB-LIBRARY ########## WID

Resolution:
It turns out that although item is not created, the Z30-SUB-LIBRARY line must be present in tab_loader_def:
Z30-SUB-LIBRARY ########## WID

otherwise order is created with empty sub-library.
