Description:
I ran p_acq_31 set to not update the database. The results are in the files wdh-acq-31-noupdate and wdh-acq-31-error-noupdate.

I then ran it again with the same parameters but set to update the database. This gave the files wdh-acq-31-update and wdh-acq-31-error-update, the contents of which do not match the first two files (far more transfer fail than suggested with no update).

Resolution:
The development team confirmed that there is indeed a difference between the reports, the reason is that when running the batch in “Not update DB” mode, the check to see if whether the new budget is already fully allocated (and therefore cannot include more transactions) cannot be performed in this mode.

Changing this cannot be performed currently and would need to be dealt with as an enhancement.

However a note will be added to the online help for this Service to this effect after:

You can produce a preliminary report before actually transferring the encumbrances by selecting "No" in the Update Database field. Note that ....etc
