Adding a Local Portfolio triggers error: “Failed to create New Portfolio”

Error "Failed to create New Portfolio" error is seen when following: Resource Management > Create Inventory > Add Local Portfolio
Answer
Ensure that the Metadata Editor has one template which is marked as "Default".

The steps are:
1. Go to the Metadata Editor
2. Click: Templates
3. Click: MARC21 Bibliographic
4. Open the "Shared" list of templates
5. Click one of the templates
6. Click: Properties
7. Select: Default
