Bib record created from purchase request using Approve and Order is suppressed by default

A BIB record created from a purchase request is suppressed by default. Is this intended system behavior or is there a parameter that can be set in order to change this?
Answer
Yes, this is the intended behavior. When a purchase request is made for a title that is not held by the library, it is automatically suppressed from publishing. There is no parameter to control this.
