Question:

I want to limit some of our users who view analytics reports from viewing data from certain libraries.  I want them to only see data from particular libraries even if the report does not filter by those libraries.  Is this possible and if so how?

Answer:

In order to limit an analytics consumer from seeing data from all libraries you can assign the user the role "Library level analytics consumer" with the scope of the desired library. Multiple roles each with a different scope can be assigned to one user.  Additionally, a library-specific filter needs to be added to the report.

This also works for DV workbooks (and not only analytics reports).
