New Staff User Does Not See “Receiving Items” Under “Resource Sharing”

Question
Why does my new staff user (who has permission for resource sharing) not see, “receiving items” under the subsection, “Resource Sharing” within the "Fulfillment Menu"?
Note: The new user does see, “Lending Requests” and “Borrowing Requests”.
Answer
Staff user must :
--have permission for resource sharing
--be at a resource sharing library desk
