POL creation for electronic resource creates duplicate portfolios

Problem Symptoms:
When ordering an electronic resource from the level of the BIB record, two portfolios are created. We want only one portfolio to be created. Why is this happening?

Cause:
Desired system behaviour, new in February 2014 release. In the February Release a change of system behaviour was introduced. If a BIB record has multiple 856 fields, multiple portfolios are created (one per each 856 field).

Resolution:
If you want to have only one portfolio created, you need to tidy up the BIB record first and remove the unwanted 856 fields.
