We cannot see an option "Purchase Request" from Reading List citation. Why?

- 1. Check if the user has one of this roles:
Course Operation
Course Manager
2. Ask Alma Support to check in the Role Privileges mapping table, if Course Operation and Course Manager have SUBMIT_PURCHASE_REQUEST.
