    Question

When will a deleted record be published to OCLC?

See for example a record whose items were withdrawn, the holding record was suppressed. Will the record be published as deleted (LDR position 5 'd')?

    Answer

OCLC publishing as 'd' applies only to bib records without holdings.

Note that if using "Withdraw Items" with option to suppress the holding record (not delete), this means that the bib has holdings (albeit suppressed).  In this case, the record is not published to OCLC as deleted.
