When centrally managing users in a network zone, an error, "Unable to find com.exlibris.core.infra.model.HFrUserRoles with id **********", is received when user roles are removed and the "Save and Distribute" button is clicked. How can the changes be distributed to member institutions in the network?

Please click the regular "Save" button, reopen the account, and then click the "Save and Distribute" button.
