Why is a user blocked from checking out items still able to make requests?

Question

Why can a user blocked from making loans due to overdue items still place requests?

Answer

By default, Alma works under the assumption that a patron blocked from loans due to overdue items or outstanding fines should have the opportunity to remedy the situation when the requested item becomes available. 

However, if you wish to block the patron from requesting items, you can manually block the patron. 
Admin > Manage Users > User > Edit > Blocks > Add Block
