    Question

Does the General IE Viewer offer the option to change to a Thumbnail view in the left-hand navigation?

    Answer

No; the new METS viewer doesn’t offer this option anymore.
The issue is actually related to the IE’s compatibility-view feature.
See below for more information on that feature online.
As a workaround, you can turn off the feature and it should fix the problem.
