Summon: "Full Text Online" Availability Status Policy

Why am I only seeing citation content when the availability status says "Full Text Online"?
ISSUE:
Provider content we index in Summon is sometimes a combination of citation content and full-text content. If there are indicators in the data that allow our system to identify if a record is/is not full-text, that data will be used to assign an availability status of Full Text Online or Citation Online in the user interface. Sometimes these indicators are not included in the data we receive. This leads to a scenario where a default status must be applied.
POLICY:
If content is included at the title level in the Knowledgebase, rights can be assigned to the item at the article level. If the database is a zero-title database and does not include title level metadata in our Knowledgebase, rights can only be assigned at the database level.
Availability status assigned at the database level is prescribed by our Knowledgebase policy:

In cases where Summon has received mixed content (provider content with both citation and full text records) a default assignment will be prescribed based on the associated Knowledgebase database. Therefore, if a database in the Knowledgebase is marked as full-text, the default display in Summon will be Full Text Online , even if citation content is included.
