Description:
Newly created Libraries are checked (in the Libraries tab of the e-Product attribute) for active e-products even if the Library was created with "Default library access"= "Exclude". The same happens in the License locations tab of License records.

Example:
- Login to the UI.
- Add a new library
- Check "exclude" default library access
- Search for active e-product ("production" by "Status" type "package")
- Note the excluded library is checked in library list
- Search for existing license ("new" by "License status" type "package")
- note the excluded library is checked in License locations list
