Able to create a new component and check in on a completed PO

Symptoms
When
- closed pattern for component
- did not delete entire component
- complete Purchase Order (PO)
then Subscription button on line item will be inactive/grayed out.
Search in Subscription Maintenance will still return component and new pattern or new component can be created
Defect Status
Issue VYG-4141 is resolved for Voyager 9.1.0 and higher.
