    Charged item is discharged and charged to another patron.

    Problem Symptoms:
    *A patron can charge an item charged to another patron.
    *The Item Blocks and Information window display these Item information messages in Circulation:
    -Item is charged to another patron.
    -Item will be discharged before charging out to this patron.
    *The circulation operator does not need discharge capability.
    *The item is discharged and charged without a block in SelfCheck

    Cause:
    Voyager does not block circulation of an item the patron has in hand.

    Resolution:
    Works as designed
