Circjob 44 does not change operator ID

Problem Symptoms:
* When Circjob 44 is run, affected barcodes retain the modifying operator ID that previously modified the record.
Cause:
This issue is the result of issue VYG-5130
Resolution:
Issue VYG-5130 is resolved in Voyager 9.1.0
Additional Information
1. In Circulation, locate a patron record for testing, and note the operator id in the "Patron ID" tab.
2. Run Circjob 44 such that the patron from step 1 is expired.
3. Re-examine the patron record. In the "Patron ID tab", note that the operator ID has not changed.
