- Patron is unable to place requests via NCIP.

Replication Steps
- SysAdmin > Circulation > Policy Definitions > Matrix > Max Items Borrowed for this Patron Group & Item Type
- Set limit for specific Patron Group & Item Type
- Charge enough items to meet limit for Patron Group & Item Type
- Try to login to Relais
- Patron is blocked from logging into Relais.
- Ncip traffic log shows Lookup User Response with <UserPrivilegeStatus> as blocked:
