Runtime error 40006 when logging into Reporter Client

Problem Symptoms:
* Receive "Runtime error 40006. Wrong protocol or connection state for the requested transaction or request" message when logging into Reporter
Cause:
Reporter is unable to connect to the Email Server
Resolution:
Resolve issues on Email server, or
Comment out Email stanza to print Notices until the Email Server is fixed.
