Orphaned entries in the UB_REQUEST table.

Defect Status

Issue VYG-7521 is currently in Development.

Replication Steps

1. Patron from library A requests item from Library B 
2. Patron does not check out the item and the request expires on the hold shelf, OR the library staff messes up and doesn't actually send the item to the pick-up library, 
3. The request is never archived from the UB_REQUEST table (even though the item is discharged and returned to the item's home library, or never left the home library).
