webv: all patron groups reason displays for hold mail

Expected results:
WebVoyage should display meaningful block information when a patron address has hold mail selected.
Actual results:
When a patron address has “Hold Mail” selected, the All Patron Groups Reason Displays.
Workflow implications: The patron and the staff do not know why the patron is blocked from Circulation activity in WebVoyage.
Replication steps:
1. In Circulation>Patron>Edit>Address, select “Hold Mail”
2. In WebVoyage, select “My Account” and login.
3. All Patron Groups Reason displays as a block.
Other information: In Classic WebVoyage, the block message that displayed was “The address in your patron record is invalid.”
Resolution:
Fixed in WebVoyage for 8.1.1.
