Problem Symptoms:
* Sometimes Booking Error List message "Item available for Booking period without Head, Tail and Delivery Time." is displayed
In the client when this message pops up there is an override button but it's grayed out.
Where are the permissions for this?

* Permissions Circulation> Circulation Requests > Booking requests - Override Blocks is set to allow override

Cause:
Message 1341 is not overridable

Resolution:
This is message 1341 from $aleph_root/error_lng/check_hold_request and www_f_heading.
The checks are hard-coded and non-overridable.
