    GUI Circ: "Unable to find item" error -- even though the barcode *does* exist

    Description

    We are having intermittent issues with returns for ILL materials, along with 'loaned to library' checkouts in ILL.  The message received when trying to loan (or return) the item is "Remote Service Error (c0461  by-callno 21):  Unable to find item." -- even though we see that the barcode *does* exist in the z30 record and *is* retrievable by a CCL (Common Command Language) search in the Web OPAC ("BAR=nnnnnnnnnnnnnn").
      The pc_server log has messages like this:  "Error: create_library_file_name - no env variable found for nnn50_dev". 

    Resolution

    Certain libraries (xxx50 ADM libraries) were withdrawing from the consortium and though the xxx50_dev entries for these libraries had been commented out in $aleph_root/aleph_start.private, they were still present in the $alephe_tab/library_relation file: 
    ADM SYS01 TST50 AML50 AVE50 BHS50 CCH50 <etc.> 

    Removing these entries from library_relation and restarting the pc_server corrected the problem.
