    No Requestable Items Unable to process your request" message

    Description:
    If all copies of an item are checked out , a patron cannot place a PDQ (Consortial Title Level) request on it.
    They get the message "Title Request: No Requestable Items Unable to process your request; the selected title has no requestable items. Ask at your home library about other ways to get this item. "
    A patron should be able to place a request on the item.

    Resolution:
    It appears that the "check_hold_request_p" variable usm50/tab/tab_hold_request was the culprit.

    Once the "TITLE-REQ check_hold_request_p" line is commented out of usm50/tab/tab_hold_request, you should be able to place a title-level request.
