    Problem Symptoms:
    Two ILL library send each other outgoing and incoming requests but none of them arrive to the second library

    Cause:
    The ue_17 in library ILLSV is down

    Resolution:
    Run util_e_17 (Handle ILL Server Library Document (ILL Server Library Only) in order activate the process
