Question:

Cataloging privileges configuration is not distributing to all member institutions.  In the documentation it indicates "Ensure that the Ex Libris staff has enabled cataloging permissions for your institution/consortium." How can this be corrected?

Create a Salesforce case for Support and let them know that cataloging privileges are not being distributed to members and reference this article.
