German Eszett (U 00DF) should not be decomposed to "ss" in Cataloging

Problem Symptoms:
? In Cataloging, when saving a record containing the German Eszett character, the character is saved as "ss" rather than "Latin small letter sharp s (U+00DF), the correct character.
? Options > Preferences > Validation > Bypass Decomposition of accented characters for MARC21 not checked
Cause:
This behavior is the result of Issue 18640.
Resolution:
Issue 18640 is currently in Development.
Additional Information
Replication steps:
1. Open Cataloging module with "Bypass Decomposition" off.
2. Create a bib record.
3. Place the German Eszett character in the record and save.
4. When the record saves the _ changes from _ to ss. ( _ reflects the German Eszett, which CF won't display.) Module: Catalog

Before saving the record, check
Options > Preferences > Validation > Bypass Decomposition of accented characters for MARC21
